How to Register RCMC in DGFT Online

The acronym DGFT stands for the Directorate General of Foreign Trade. The DGFT is in charge of the laws and regulations that apply to both importers and exporters of commodities in the nation. The easiest method to learn about DGFT is to enroll in import-export training courses, while there are other options. The Foreign Trade Policy is created and carried out by the DGFT to enhance India’s exports. The DGFT issues export authorizations and oversees associated obligations through a network of 24 regional offices. To increase exports, the DGFT adopts required regulations; issues export licenses, administers trade incentives, and forges partnerships with foreign nations.

Meaning of RCMC

A trading element is granted an RCMC (Registration cum Membership Certificate) after it registers with one of the Commodity Board of India or the Export Promotion Council.

The Central Government designated the Trade Promotion Council and Commodity Board as organizations with the mission to promote goods from our nation. They participate in the following activities to improve their industry:

  • Organizing trade fairs in India and abroad, buyer-dealer meetings, and passing live requests and tenders from unfamiliar clients to domestic exporters.
  • Handholding new exporters and business people for all commodity-related systems and documentation, as well as propelling them to begin trades by providing item information
  • Existing exporters can get guidance and assistance if their discounts are stuck or they are experiencing other difficulties.
  • They act as a liaison between the trading community and the government.
  • They keep exporters up to date on the most recent changes in procedures and warnings from the DGFT, Customs, Ministry of Shipping, RBI, and so on.
  • FIEO, APEDA, CHEMEXCIL, PHARMEXCIL, TEA BOARD, SPICES BOARD, EEPC, and others are examples of Export Promotion Councils. Each EPC is responsible for sending out advancements in a specific area. For example, APEDA is in charge of agricultural products, CHEMEXCIL is in charge of chemicals, and PHARMEXCIL is in charge of pharmaceuticals.

Need of RCMC

RCMC is required for the following:

  • RCMC is one of the mandatory documents required when claiming export incentives and subsidies under schemes such as MEIS, RoSCTL, RoDTEP, SEIS, Advance License, EPCG, and so on.
  • To obtain a Letter of Undertaking (LUT) under GST for the duty-free export of goods.
  • Merchant Exporters can purchase goods for export from the manufacturer at 0.1 percent GST instead of the regular GST rate. This service is only available to merchant exporters who have an RCMC Certificate.

Is RCMC required for export? 

RCMC is not required for the trade. Nobody will delay your shipment if you do not have an RCMC Certificate (with the exemption of certain items). Regardless, with all of the advantages associated with an RCMC Certificate; it turns out to be practically obligatory to hold an RCMC for trade. For the export of certain products, an RCMC with their respective EPCs is required; a list of all such products is provided below:

  • Agricultural Products – Export Development Authority for Agricultural and Processed Food Products (APEDA)
  • The Marine Products Export Development Authority promotes the export of marine products (MPEDA)
  • Coffee Products-Indian Coffee Board
  • Tea – Indian Tea Board
  • Spices Board of India – Spice Products
  • Leather Products – Leather Export Council.
  • Jute Board of India produces jute products.
  • Silk Board of India Silk Products
  • Coconut Products – Indian Coconut Board
  • Coir Board of India – Coir Products
  • Rubber Board of India – Rubber Products
  • Tobacco Products – India Tobacco Board

As a result, RCMC is not required for products not listed above. However, if you are serious about your export business, we recommend that you obtain an RCMC Certificate.

The benefit of RCMC Registration

Aside from the benefits discussed above, there is another significant benefit to obtaining an RCMC Certificate, and that is:

The advantage of the Market Development Assistance (MDA) and Market Access Initiative (MAI) schemes – Under these plans, an exporter can receive endowments and financial assistance for commodity advancement activities such as participation in shows abroad/exchange fairs/business designations/purchaser merchant meets coordinated by a separate EPC.

Appropriations could include repayment of flight fees, concessions on stall fees, and so on. To be eligible for this benefit, an exporter must have held an RCMC declaration for at least one year.

Register for the New RCMC Portal in DGFT Online 

The following is the procedure for RCMC Online Registration.

To access the Foreign Trade (DGFT) portal, you will need the following

  • Connection to a secure Internet network
  • Enter a valid ID and password.

The steps to apply for RCMC on the DGFT website are as follows

  • To access the system, go to the DGFT website and log in by entering your user ID, password, and captcha, then clicking the Login button.
  • The home page will be displayed after a successful login, along with basic dashboard details such as IEC Number, Valid, IEC Status, Authorizations Issued, and so on. FYA Notifications will appear in the left pane of the screen.

Registration-cum-Membership Certificates (RCMC) are issued by DGFT

The applicant will register as an Importer/Exporter on the DGFT website at https://www.dgft.gov.in to gain access to the Common Digital Platform. The steps for obtaining the RCMC from the DGFT website are outlined below.

  • Visit https://www.dgft.gov.in/CP/
  • Click the Login button in the top right corner of the page.
  • After entering your Username, click the Login button.
  • CAPTCHA Code and Password
  • Select Services > e-RCMC > e-RCMC Application.
  • You will be redirected to a new screen. If you want to continue working on your Draft Application, select and click Continue with Existing Application.
  • A Dashboard will be displayed, complete with a username and basic information.
  • The system will request a declaration of whether or not the applicant’s profile has been updated.
  • To confirm that your profile has been updated, select the radio button, then Save & Next.
  • The applicant would now fill out the RCMC Details section.
    • From the drop-down menus, select Export Promotion Council / Commodity Board and Fee Details.
    • To save the data, select Export Service or Product, and then add.
    • Click Add Details to save the Department Heads / Authorized Representatives / Contact Persons for the Councils.
    • Select the desired countries to which your company exports under the Other Information section and click the Save & Next button.
  • After you have completed all of the required details, you can proceed to the Attachment Section, where you can attach documents from your Computer folder. Upload your document by selecting Save & Next after clicking on the attachment option.
  • Return to the Declaration section and go through all of the Declaration Lines.
  • Tick the Acceptance Declaration box, enter your location in the Place on Place Box and then click Save & Next.
  • The system would display the completed application as well as any uploaded documents under Application Summary.
  • You can now proceed with the signing process by clicking the Sign button.
  • Then, choose Payment for Registration-cum Membership Certificate Issuance from the drop-down menu.
  • You will be redirected to the payment gateway before clicking the submit button.
  • By pressing the Submit button the applicant will see the Payment Response Page with the Transaction ID, and will then click Submit again.
  • The applicant will receive an e-Payment receipt after successful payment.
